In May 2021, the Hong Kong Monetary Authority published a guideline on the Green and Sustainable Finance Grant Scheme (GSF Grant Scheme) which covers the expenses on bond issuance and external reviewer services. In December 2022, The Government introduced the Pilot Green and Sustainable Finance Capacity Building Support Scheme which aims to offer subsidies to eligible local practitioners and prospective practitioners who engage in training programmes related to green and sustainable finance. With these initiatives coming in effect, the total green and sustainable debt issued in Hong Kong increased by more than 40% from 2021 to US$80.5 billion last year. By March 2023, Hong Kong has subsidised over 220 green and sustainable debt instruments with over US$71.5 billion in issuances.

To cope with the development of green and sustainable finance in Hong Kong, ESG rating plays a vital role in providing investors and financial institutions with valuable information regarding the environmental and social impact of their investment choices. It helps identify companies and projects that align with sustainability objectives, allowing investors to allocate capital towards environmentally and socially responsible initiatives. Together, let us harness the potential of sustainable finance to reshape our economies, mitigate climate risks, and promote social equality.

Speaker

ALPHA CHIA, Manager of Risk Advisory, BDO

Alpha has more than 10 years' experience in the environmental industry. After graduated from The Hong Kong Polytechnic University, Alpha joined several main contracting construction companies in Hong Kong. He started as an assistant environmental officer and gradually became a project environmental manager with years of experience. His projects ranged from green buildings to ISO 14064, 14001 audit etc. He is qualified as a BEAM Pro NB 1.2 and 2.0. He was also responsible for drafting environmental management plan, sustainable management report etc.

Alpha has also been working as Senior Consultant in Arcadis due to his skills and technical knowledge in the environmental and construction industry. After gaining experience from green building design, Alpha joined HKQAA and was responsible for project management in the intelligence business department, focusing on green finance, sustainability-linked loan and TCFD. As a project manager, he developed, maintained, and monitored the quality of the technical consultation service in green and sustainability finance provided by company to be delivered in an effective, efficient, and reliable way. He was a qualified lead assessor green bond/loan and sustainability-linked loan in the company and was a TCFD trainer in-house for other colleagues. He is the author for five sets of 'Green Finance Implementation Guidebook for SME' in 2022 under TCF funding.
